This activity provided funding for a beneficiary assessment to evaluate the effectiveness of OBA and Community Supply Water Schemes (CSWSs) as a tool to deliver basic access to water to the poor in situations where grid-based water supply is unaffordable.
This analysis focused on the following:
1) Identify benefits of access to clean water, compared to a situation without clean water.
2) Evaluate the affordability of registration costs and cost of on-going consumption of water for the targeted poor.
3) Assess the impact on increased uptake and consumption.
4) Evaluate the impact of OBA on operational efficiency and quality of service.

This activity provided funding for a feasibility study that examined design aspects of an output-based approach to engage public utility or Farmer's Cooperatives in improving access of the poor to irrigation water in selected communes in Vietnam. The consultants liaised closely with East Meets West Foundation staff (Implementing Agency) and the stakeholders in data collection and analysis; organize meetings with Ministry of Agriculture and Rural Development (MARD) and local authorities, and document preparation and presentation.

The Feasibility report advised on the design of the irrigation project, which passed eligibility stage in June 2010. The recommendations included targeting structure, funding structure, subsidy level, and mechanism for risk sharing among stakeholders. The subsidy project did not progress to commitment stage and was dropped.

This activity provided funding for a scoping study to determine feasibility of establishing an OBA Finance Facility in Kenya. The study provided institutional and operational design for the fund. Technical,operational and financial analysis on eight Water and Sanitation projects were also included, including Ruira-Juja, Mathira, Muranga, Nyahururu, Garissa, Meru, Nithi, and Kahuti.

Inputs from the study were included in the commitment paper for the subsidy project, which passed Eligibility in July 2012 and were to be presented to the Panel of Experts for commitment in November 2012.

This technical assistance helped the Department of Energy assess the potential for developing an OBA scheme for solar homes systems on a large scale.


Activities included:
1) A review of existing government programs to increase access, including those that have used output-based approaches.
2) Identify the key issues to be addressed in meeting the GOP policy objective of connecting around 3-million households by 2017.
3) OBA subsidy approaches that are feasible for implementation and that have the potential to support a high rate of connections.
4) Recommendations for an optimal approach and identify key next steps (including ensuring consistency and coordination with GOP’s OBA strategy).

This activity advised the Philippines'  Department of Energy on options for sustainable business models, policy and regulatory frameworks for the provision of Solar Home Systems (SHS) as part of the government's broader rural electrification program.

The preferred option likely to have had the highest potential to deliver the required scale of connections and to ensure sustainability in meeting the government's targets was the provision of SHS by the electric cooperatives as part of their regulated business, under a fee for service model.

This  technical assistance activity supported Mexico's National Water Commission  (CONAGUA)  development of detailed institutional, financial and technical procedures for  mplementing an RBF pilot approach within a US$100 million World Bank loan and sought to improve efficiency in delivering  reliable water and sanitation services to poor households.

Activities included:

  • Detailed framework for RBF pilot sub-project in the water supply and sanitation.
  • Technical assistance to 1-2 public utilities to prepare their participation in the RBF pilot.

After the Mexican government reviewed the RBF operational manual supported by this TA, a decision was made to not add an RBF component  into the existing World Bank loan but instead to consider preparing a new RBF program that the World Bank might support.

This  activity supported support the testing of a new management model for the scale-up of an OBA pilot to provide access to piped water to poor families in rural Morocco.

Activities included:

  • Analysis of the PPP contract and evaluation of the first few months of  operation in Jorf El Melha.  This analysis provided lessons to help adapt future tender documents for similar pilot operations.
  • The selection of firms and preparation of the  tender  documents  of  three  similar  small- scale   PPPs  with  an OBA approach for the management and extension of water supply service (and possibly sanitation) in other areas of Morocco.

In the first semester of 2014, the consultant delivered a standard bidding document and model of contract for the delegation by ONEE (ex. ONEP) of water supply management  and  extension  through  small-scale  PPP using  OBA  and  adapting  these  documents  to  three pilots in El Brouj, Larache and Safi.
