Urban Infrastructure - Understanding demand and variation in supply

Closed. No activity has been conducted in this reporting period. Overall, this work provided knew analytics, uncovering poor people’s demand for basic infrastructure. Kenya became a testing ground for the analytics that divided basic infrastructure services into three categories – nominally available, effective, and quality-adjusted. It is the nominal access that is typically reported in the statistics. However, it is the effective access that includes the use of service (behavioral change) and the quality-adjusted access that tracks such metrics electricity and water outages and trash removal no-shows that matter a great deal for sustainability of basic infrastructure. A dashboard has been developed and disseminated to project managers beyond Kenya for a dialogue with the client governments. This activity also acknowledged the sensitivity of client governments to the difference in statistics of nominal, effective and quality-adjusted access. To mitigate a risk of adverse public opinion, the analytical work needs to go hand-in-hand with substantial improvement efforts that oftentimes require significant resources.
