This technical assistance sought to explore applying RBF/OBA approaches to improve municipal solid waste management in selected cities.

Activities included:

  • Development of a diagnostic framework for RBF/OBA  approaches in the municipal solid waste (MSW) management sector plus baseline analysis.
  • Design templates  for  RBF/OBA  approaches in municipal solid waste.
  • Selection of 3 pilot cities to participate in the program plus customized design for each city.

Stakeholder workshops were held in Manila to finalize the proposed RBF mechanism ---  as part of the overall design of the solid waste management component of the World Bank's project of the Metro Manila Flood Management-Phase 1.
